ABOUT THE TALK
As Africa struggles to catch up with economic development, it also grapples with seemingly never ending problems of unemployment, poverty, and among others disease. Weak state institutions that promote corruption often exacerbate the impact of these problems. Following this, the continent is badly in need of economic growth which is most tied to infrastructure development and extractive industries. Therefore, in terms of Maslow’s hierarchy of needs, economic growth ranks highly on the continent given the need to provide employment and better livelihoods to millions of people. Often, in some cases, environmental practitioners and heritage managers are sometimes accused of delaying development through unnecessary protocols. However, desirable as it is, development, particularly when uncontrolled has a negative impact on heritage and the environment. With the aid of case studies, this paper sketches out the opportunities and costs associated with properly following and not properly following best practice in environmental and heritage management. It shows that compliance with the letter and spirit of environmental and heritage legislation is beneficial for corporates and communities in the short and long term such that the costs of non-compliance are not worth it. In fact, given that some African states have very weak institutions for environmental and heritage protection, developers are in a better position to promote good environmental and heritage stewardship when compared to some governments.

ABOUT THE SPEAKER
Shadreck Chirikure obtained his BA and Honours degrees from the University of Zimbabwe. He then studied for both his Masters and Doctorate in Archaeology at University College London. He has worked as a post-doctoral Fellow at the University of Cape Town, where he is an associate professor. With additional degrees and diplomas in Finance and Labor Management, Chirikure sits on a number of committees that provide policy direction for archaeology and heritage in Africa and beyond. He is an author of award winning journal papers and books and is a recipient of the National Research Foundation of South Africa’s Presidential Award.
